Meeting of the ICIE Council

A session of the Presidium of the Council of International Congress of Industrialists and Entrepreneurs in Moscow took place on December 22, 2015 (hereinafter the “Session”). The main results of the year were summarized on the Session as well as new tasks and plans to the next period were approved, legal and membership basis of the Congress was extended.

The Session was attended by members of the Presidium of the Council, Vice-Presidents of ICIE, heads of national business associations, representatives of international organizations and businessman.

In his opening statement Chairman of the Council of ICIE –V.Tarlev said that in the modern conditions of global political and economic instability the role and relevance of the Congress as the unifying center of its members and partners is growing.

ICIE has made significant advances  in cooperation with business associations and public authorities of the Asian and Middle East countries. Another important aspect is the deepening and expansion of cooperation with European business structures, where the Congress launched a series of thematic events the main aim of which is the preservation and strengthening of business relations of businessmen of the countries represented in ICIE and the search of opportunities for their success in the context of economic and political restrictions.

The report noted the importance of the interaction between Congress and international and intergovernmental organizations – the CIS Executive Committee, the Business Council of the CIS, SCO and BSEC, CIS Interparliamentary Assembly, the work on building relationships with the business councils of the EEC and the BRICS, as well as the organization of cooperation on a contractual basis with the BSEC and the World Free Zones Organization and its offices in Europe and CIS.

ICIE taking relationships to the net level with International Center for Scientific and Technical Information continued cooperation with the Russian Centre of UNIDO on some current projects.

New strategic programs are moderated by ICIE on different matters: transport, logistics, building, engineering, agro-industrial complex, medicine, modern technologies, and coordination with the “the Silk Road Economic Belt”.

The structure of the Congress was improved: the Committee for agro-industrial complex was established as well as for Committee on Investment, Financial and Banking activities, Interregional Coordination Council of Industrialists and Entrepreneurs. The congress is essential and independent organization and is on demand on business society as the reporter says.

In the reports vice-presidents of ICIE — Mr. Tkachuk and Mr. Pshenichnikov, executive Vice-President of RSPP –A.Murychev and Vice-President of the Congress, the head of the Business Club “Hungary – CIS” — Mr. Dybronka marked the necessity to improve relations of business and government bodies in current reality. Also new ideas and offers were performed.

Chairman of the Coordination Council of the Cooperation with business associations of Asia – Mr. Remiga informed on current cooperation with business and financial structures of the continent, supported the theme of coordination with “the Silk Road Economic Belt”, offered a new program of the events of the Coordination Council.
Vice-President of the Congress — Mr. Kolmogorov introduced the new project of ICIE “Special economic zones as a tool for the expansion of international business cooperation and sustainable economic development” and substantiated its expediency. The representative of the World Free Zones Organization in Europe and the CIS — N. Manukova , and General Director of the  Scientific and technical association “Infopark” Republic of Belarus – V. Basko also made reports on this topic Following the discussion the President of ICIE V.Gluhih and N.Manukovoy have signed the Memorandum of Understanding and Cooperation.

The Director of the International Center for Scientific and Technical Information (ICSTI) — Mr. Ugrinovich marked the results of the positive work with ICIE on the basis of the Agreement dated 24 February 2009 and offered to sign new agreement on cooperation of the basis of new opportunities, new priorities, current strategy and program of works.
After approval of the draft agreement on cooperation between the ICSTI and ICIE by The Presidium of the Council of the Congress the document was signed by V.Gluhih and E.Ugrinovichem.

The member of the Presidium of the Congress, the Director of UNIDO Centre for International Cooperation in the Russian Federation S.Korotkov has made relevant  proposals for the implementation in conjunction with ICIE of a number of projects and programs  to UNIDO.

Vice President ICIE U.Vinogradov and First Deputy Chairman of the created structure A.Tyunyaev make the presentation of the recently established Inter-Regional Coordination Council of Industrialists and Entrepreneurs.

The Presidium of the Council of ICIE approved the admission to the Congress of the Russian non-commercial partnership”Promoting foreign economic activity.”
Chairman of Russian National Committee for Black Sea Economic Cooperation — V.Arhipov and the Acting  General Secretary of the BSEC Business Council —  R.Izmaylov at the meeting took part in discussing plans for further cooperation with the Congress and the prospects of entering the agreement between ICIE and BSEC.

Invited to the Session, head of “AVERS” company, Academician of RAMN V.Grachev and General Director of the organization “OZGEO” —  I.Silaev offered cooperation projects with organizations and partners of Congress interested in the high-tech fields.

The Presidium of the Council of ICIE approved the draft plan submitted V.Gluhih main activities of the Congress in 2016.
